A Qualitative Case Study on Environmental Contexts of Rural Disability Service Delivery

Abstract

|
The Purposes of this qualitative case study were to explore contexts of rural disability service delivery and to suggest implications for disability service policy. This study used focused group interviews to gather qualitative narratives from regional governments officials, staff of disability service agencies, persons with disabilities and their carers. The environmental challenges faced by disability service delivery in rural area were geographical inaccessibility, rural culture, prejudice and stereotypes, totally lack of disability service infra, lack of service linkage, administration-oriented rural government, inactive coping of disability service agencies, low recognition of disability services and urban based disability service policy. This study suggested strategies to overcome those limitations of rural disability service delivery such as development and introduction of appropriate rural disability service delivery model, policies to lessen the disadvantages of rural governments and service agencies, and enhancement of service and welfare resource linkage and coordination.
